Jon Payne (center) stands with his parents, Dr. and Mrs. Marlin Payne, as he accepts the award for Chattooga County Scout of the Year in January 1964. Jon was a member of Troop 7 which was named Chattooga County Troop of the Year. Troop 7's scoutmaster was Evans Scoggins.
